DECRIMINALISATION OF PARKING ENFORCEMENT

From 4th September 2006, North Wiltshire Council take over the enforcement of parking restrictions from Wiltshire Police. New parking attendants will patrol streets and council owned car parks to clamp down on problem vehicles breaking parking regulations. The remaining offences that will still fall within the remit of the police will be obstruction and dangerous parking offences and parking within the zig-zags of a controlled crossing.

Why the changes in enforcement?
Dangerous and illegal parking, and increased traffic congestion are causing problems for all road users, the new enforcement system will help by: Keeping Wiltshire moving, as main roads will be kept clear of illegally parked vehicles, particularly during peak times. Short-term parking outside local shops will be patrolled more frequently to ensure that time limits are observed therefore increasing the potential for more local trade. Supporting town centre needs by encouraging commuters and shoppers to use long-stay car parks to free up short-stay car park spaces for people who need them. Improving benefits to blue badge holders by ensuring disabled parking spaces are only used by blue badge holders. The district councils are working in partnership with Wiltshire County Council to ensure that motorists park vehicles safely and responsibly.

How will the council enforce the restrictions?
From September 4th 2006, under the powers of the Road Traffic Act 1991, enforcement will be undertaken by Parking Attendants working for the district councils. They will enforce all waiting and parking restrictions in the district. Drivers who fail to comply with the parking restrictions (indicated by signs and road markings on the street and in council car parks) will be issued with a parking ticket. Wiltshire Police will continue to enforce parking at pedestrian crossings and for other motoring offences, including causing an obstruction.


The Penalty Charge
The penalty for breaking a parking regulation will be £60. If the penalty is paid within 14 days of issue, then it will be reduced to £30. Parking attendants will not be working to targets, their job is simply to ensure that drivers obey parking and waiting restrictions, so please Think before you park!


FREE SMOKE ALARM FITTING SERVICE
As part of an ongoing campaign to make our communities safe from fire, Wiltshire Fire Brigade is offering to fit a 10 year battery operated smoke alarm, on each level of your home for free. We are targeting people living in our rural communities, because we believe it is vitally important to ensure that they are given early warning of a fire occurring in their homes.  The Brigade will make every effort to get a fire engine to your home as quickly as possible, but when a fire occurs seconds count and a working smoke alarm can be a lifesaver. We are presently speaking to your parish councillors and asking them to use their local knowledge to identify those in your community who might need our help. Members of our Community Safety Team will make an appointment to see you, give advice on the fire hazards in your home and where necessary fit smoke alarms. This service is totally free. REPORTED CRIME IN JULY/AUGUST/SEPTEMBER 2006

CORSTON, RODBOURNE, HULLAVINGTON
At 0927 on 6 July a vehicle was reported abandoned at Kingway Bridge.
At 0800 on 12 July a burglary was reported at The Street, Hullavington. Credit cards and an estimated £700 were stolen.
At 0426 on 24 July a suspicious person was reported driving a vehicle on a farm at Rodbourne. Whilst making enquiries police discovered a vehicle which had been broken into and items removed form within.
At 2044 on 26 July a number plate was reported missing on a vehicle parked in Rodbourne. The owner was unsure if it was stolen or had fallen off.
At 0158 it was reported that a Mitsubishi Shogun had just been stolen from Corston. A van that had been blocking the Shogun’s movement had a smashed window and was pushed onto the road out of the way.
