MINUTES OF HULLAVINGTON NEW VILLAGE HALL PROJECT GROUP MEETING

 

WEDNESDAY 15th DECEMBER 2004, 8PM AT THE COURT HOUSE

 

PRESENT: Dave Hunt, Bob Fenner, John Greenwood, Julian Greenman, Peter Parry-Williams, Jebbie Hewitt, William Harmer, Nick Hathaway, John Metters, Maggie Bawden, Victoria Castle, Anne Durrant.

1.1.  Apologies: Joan Shaw, Simon Durrant

 

1.2.  Minutes of the last meeting held on 1st December were corrected and signed.

 

1.3.  Matters arising – there were none

 

1.4.  Lease update – John reported that steps had been made towards finding an independant surveyor. One surveyor has visited the site but, as the site is difficult to value, he needs time to discuss and research the situation. In answer to a question about the validity of the lease John said that, as the lease is a contractual agreement it cannot be cancelled and the breach of trust that has occurred does not affect it.

 

1.5.  PC response to update on lease – the predominant view at the last PC meeting was positive about the PC trying to buy the site.

 

1.6.  Review of hall options – Bob had prepared and circulated prior to the meeting a document comparing the costs of 3 quotes from modular manufacturers. Securaccom (S) and Terrapin (T) have very similar floor plans which are similar to the old hall, whereas Frameworks (F) have based their quote on a design put forward by the Gossages. The purpose of this meeting was to discuss the advantages and disadvantages of the two designs, taking into account the cost, and try and come to a decision about which should be taken forward. Bob circulated another document listing some advantages and disadvantages of both designs, which is attached. Also attached is a document from Hugh Greenman.

After much discussion it was felt that the main disadvantage of the S and T design was the 3m ceiling height which could cause air circulation problems, would make the hall too claustrophobic and would deny us the possibility of erecting a stage. The flooring in this design would need to be concrete to have channels to support the weight of the acoustic curtain. There may be problems with damp with vinyl on a concrete floor. The advantages of the S and T design are that much more information on costing is available and they are both cheaper than F.

The main advantages of the F building are the height of the main hall, better noise separation of the two halls and better accommodation for pre-school.

The general consensus at the end of the discussion was that, before we can make a decision, we need to find out more about what is included in the F quote, as the detail is lacking. Bob will take over Simon’s role liaising with F.

 

1.7.   AOB

·        Maggie asked if we could approach villagers to donate, say £1000, for the purpose of buying the land for the new hall. Bob said that we need to set up a new fund raising group.

·        Bob is concerned about the complex tendering process that the PC requires. If the PC is placing the order for work then the PC has to oversee the tendering process. If we place the order for work can we avoid having to request 6 companies to tender? As we are a charity we could claim back any VAT paid. This matter needs to be brought up at the next PC meeting to get some guidance.

·        Donations received since last meeting:

£400 donations from Mount Zion dinner

£130 from the weekly meat raffle at the Star Inn

£70 from the Ramblers Xmas party

£70 from Jebbie’s mulled wine and mince pie party

 

Jebbie suggested having a May ball at Grittleton House School.

 

The next meeting will be held on Monday 24th January at 8pm at the Court House.
