Minutes of the extra-ordinary meeting of Hullavington Parish Council held on the 24th August 2006 at Hullavington Village Hall that commenced at 7.30pm

Present:
Councillors: G Stokes – Chairman
Councillor: Mrs S Greenman, B Fenner, P Hadley, F Haffenden, W Harmer.
In attendance: 16 members of the public

Public Question Time
Residents of Watts Lane asked why the Parish Council was not represented at the meeting when Outline was determined in 2004. The Chairman replied saying that the comments of the Parish Council were relayed to the District Council in the appropriate manner.

The public raised their concerns on item 5 of the agenda – Planning Application 06/02116/REM. These were:
* Lack of provision for a footpath
* Access and egress to the development especially for emergency vehicles
* Ownership of adjoining land (16 Watts Lane)
* Retention of mature trees
* Privacy and amenity
The Chairman assured the public that all their concerns would be taken into account when submitting their comments.

The Applicant mentioned that this was the third application submitted. The access on the original plan which would have been more suitable was turned down by NWDC, however, when it was a coal yard, the access suggested on the application was used by large coal lorries. This was noted by the Parish Council.

MINUTES

1. Apologies for absence
Apologies received from Councillors: E Gough, Mrs M Bawden and T Redman
2. Declarations of Interest
Councillor Hadley declared a prejudicial Interest on item 5 of the agenda. Left the room and took no part in discussions

Councillor Mrs S Greenman declared a personal interest, stayed and voted.
3. Cemetery Matters
Consideration was given to a request to place a memorial at the cemetery. It was RESOLVED to grant this request. – ACTION CLERK
4. Replacement Bench
Consideration was given to quotations received for the removal of the existing bench and re fit the new bench at the bottom of Greens Close.
It was RESOLVED to accept quotation No. 1 – ACTION CLERK
5. To receive and consider the planning application No. 06/02116/REM – Reserved Matters for 04.02654.OUT (Residential Development) at Wilson’s Coal Yard, Watts Lane, Hullavington and prepare comments to be forwarded to North Wiltshire District Council.
Consideration was given to the above planning application and following discussions it was RESOLVED that the Parish Council OBJECT to this application for the following reasons:
* The area maybe at risk of flooding therefore would not comply with NWDC planning policy NE21
* The access and egress is totally unsuitable, especially for emergency vehicles, therefore the proposal is contrary to Planning Policy C3
* There is a risk of a neighbouring properties privacy being invaded therefore contrary to policy C3
* Lack of public footpath – contrary to policy C3
* Consideration to be given to the retention of the mature trees on the site
* There is a question regarding ownership of land that abuts the development site (16 Watts Lane) this is to be investigated.
