Minutes of the Meeting of Hullavington Parish Council held on the 13th July 2005 at Hullavington School that commenced at 7.30pm

2. MINUTES

The Minutes of the Parish Council Meeting held on the 8th June 2005 were received and adopted as a true record and signed by the Chairman.

Action points from the above Minutes: 

· Rights of Way - Poor conditions of walks in particular Courtfield - Councillor Hadley has carried out an inspection of this area and rectified where necessary
· Road Surfacing, Brookside - This has been reported to Wiltshire Highways and a letter was received saying:
We have carried out an inspection of Brookside and there are some areas that require repairs, to bring them inline with County Council standards. I have passed these locations on a list of similar works to be completed.

Under the 2005 resurfacing programme we are carrying out extensive works to Hullavington and hope that this will alleviate most of the problems within your area. Unfortunately we cannot resurface all of the roads at the same time but will put your comments on file for the next programme of works.

I have arranged for a site visit with Rail Track so that all of the overhanging vegetation in Hill Hayes can be cut back. I have also identified drainage that requires attention within Hill Hayes. This will be attended to in the wormer weather so works are intended to commence within the next two weeks.
Road surfacing at Brookside is to be followed up. ACTION CLERK
· Pot Holes, Hill Hayes Lane - Rectified
· Rubbish in the old Bus Shelter - Councillor Stokes still to monitor
· Speeding Lorries through the village - Councillor Stokes to speak to appropriate bodies.

3. PLANNING MATTERS

The following planning issues were tabled and resulting as follows:

Comments on planning applications received to date and passed to the District Council: 

a) 05/1371/FUL

PROPOSAL: Erection of single storey extensions and alterations to form new garage, porch and new living room/utility room 
LOCATION: 26 Parklands, Hullavington 

The Parish Council are in support of this application. 

District Council decisions:

· 05/00786/FUL - Change of use of paddock and barn to stables at Barnsfield, The Street, Hullavington - Permission Granted 8/6/05
· 05/01071/FUL - Single storey front extension at 15 Parklands, Hullavington - Permission granted 21/6/05
· Retention of double special mobile classroom at Hulavington Primary School - permission granted

4. CAR PARKING/TRAFFIC MATTERS

5. CEMETERY CAR PARK/GATES

The six-month trial period of keeping the cemetery gates unlocked was to finish this month and it was resolved to: continue with this but the situation to be constantly monitored.

Councillor Gough reported that he had fixed the notice board. Thanks were relayed to Councillor Gough.

6. NEW VILLAGE HALL

Councillors Fenner briefed Members on the following:

· Draft outline budget for the new village hall project 
· A Tendering Protocol 
· Design Brief
· The outline design layout Version 3
(copies of all the above are attached)

Councillor Fenner proposed that a new account be opened with the Abbey under the name of "Hullavington Parish Council Hall Fund" for the Hall Project, seconded by Councillor Greenman and was carried. The signatories for this account will be Councillors: Harmer, Hadley, Bawden and Fenner. CLLR FENNER TO ACTION.

The Clerk reported that she had contacted WALC and was in receipt of the following:

· A guide to Parish and Town Council borrowing
· Application for borrowing approval for Town/Parish Councils Form LC1 from the Public Works Loan Board - application for a loan by a Parish Council in England 
· Form LC2 an information document

The above documents have been passed to Councillor Fenner.

Councillor Hadley spoke regarding the plans for the new village hall and he felt that an Outline application should be submitted to NWDC.
Following discussions, it was resolved to contact NWDC with costing information and to arrange a meeting between Councillor Hadley and a Planning Officer to discuss the application before submission. 

After Note: Councillor Bawden has made contact with NWDC Development Control and the cost to the Parish Council of an Outline Application and/or a Full application would be £530. The procedure for an Officer site visit has been forwarded to Councillor Hadley.

7. VILLAGE MAINTENANCE

The following issues were reported:

· The Chairman has received a letter from Mr S Clancy of Frog Lane, Hullavington expressing his concerns regarding the unsatisfactory condition of some areas of the village. Councillor Stokes has volunteered to investigate these concerns and to contact Mr Clancy direct. ACTION CLLR STOKES.

· Councillor Hadley reported that he, together with Roger Parnaby, Alan Clark and Ben Hicks had cleaned up the trees in the cemetery. Branches of up to 2.5 metres had been pollarded and it was discovered that a headstone, together with two graves were hidden and have now been uncovered. A copy of the cemetery plan is to be brought to the next meeting in September. CLERK TO ACTION

Thanks were relayed to all the above for their time and efforts.

· Councillor Hadley also reported that the styles across Dames Bottom had been cleared out.
· Councillor Bawden reported that Ragwort had been spotted in the parish of St. Paul Malmesbury Without in the vicinity of the Go-Cart racing facility at 'A' site. This is to be reported to the Clerk of St. Paul's Parish Council ACTION CLERK
· Councillor Bawden raised concern regarding the height of the Poplar Trees on the Green. Councillor Hadley briefed Members that he had spoken to the Tree Surgeon and his opinion was that on this occasion height reduction was not necessary. This is to be reviewed in October.

8. FINANCIAL ISSUES

It was proposed by Councillor Harmer that a donation of £75 be granted to Hullavington
Village Hall. Seconded by Councillor Greenman and carried. Councillor Fenner 
abstained from voting on this occasion.

B) The Clerk reported that a cheque for £2,550 had been received from WCC as part payment towards the new bus shelter. A letter of thanks has been sent.

C) The Statement of Accounts and Assurance for year-end 31st March 2005 was duly signed by the Chairman. This will be forwarded to Mazars, the External Auditor. 

D) Responsible Finance Officer - search for replacement - Not yet found. An advertisement is to be placed on the NWDC bulletin board. ACTION CLERK



9. EXCHANGE OF INFORMATION/REPORTS FROM MEMBERS/CORRESPONDENCE RECEIVED

The following was reported:

· A letter received from Wiltshire Highways reporting that they are reviewing the following issues: Ragwort - the removal of, Japanese Knot Weed - identification of areas and footpaths that, if funding becomes available would benefit from maintenance. Crculated.

· The Ivy has been removed from the tombs in the churchyard.
· Councillor Fenner thanked those who completed the Primary Care Trust questionnaire that came via the Malmesbury & District Community Plan.
