MINUTES OF THE MEETING OF HULLAVINGTON PARISH COUNCIL

PRESENT:             Cllr. Gough (Chairman) in the Chair

Cllrs. Greenman, Hadley, Haffenden, Harmer Redman, Stokes.

3 members of the public attended

District Councillor Henderson was also in attendance.

 


1.       APOLOGIES

·          Apologies were sent by Cllr. Stokes due to family commitments and Cllr. Bawden due to holiday.  Apologies were also sent by County Councillor Thomson and P.C Humphries of Malmesbury Police.

 

2.       MINUTES OF THE PARISH COUNCIL MEETING OF 8th SEPTEMBER 2004.

·          The minutes of 8th September were approved by the Council for signing by the Chairman.

 

3.       MATTERS ARISING

·          The Cemetery notice board has been completed and Cllr. Bawden is to be referred to for correct positioning

·          Four kerb stones have been removed from the left hand side of the cemetery entrance.  Clerk to investigate.

·          The Clerk was asked if the minutes could be re-formatted to flag up actions required.

·          The new Data Protection Registration certificate for 2004/05 has been received

·          The Clerk announced that she is no longer the Secretary to Happy Caterpillars Pre-School

 

4.       DECLARATIONS OF INTEREST
·          Cllrs. Hadley and Greenman declared an interest in the planning application relating to Wilson’s Coal Yard and Cllr. Harmer declared an interest in the planning application relating to Dills Farm.

 

5.       REPORTS

·          There were no reports from representatives.

 

6.       PLANNING

·          Regarding application number 04/02590/FUL Farleaze Farm, Hullavington; the Parish Council had no comment.

·          Regarding application number 04/02591/LBC Farleaze Farm, Hullavington; the Parish Council had no comment.

·          Regarding application number 04/02593/FUL Dills Farm, Hullavington, extension to dwelling; the Parish Council had no comment.

·          Regarding application number 04/02654/FUL Wilson’s Coal Yard, Hullavington, housing development, the Parish Council expressed concern about the increased traffic though the very narrow Watts Lane if the application succeeded.

·          Regarding application number 04/02655/S73A 2 Hill Hayes, Hullavington, retrospective application for extension, the Parish Council had no comment.

·          Regarding application number 04/02719/FUL 3 Brookside, Hullavington, extension and alterations, the Parish Council had no comment.

7.       FINANCIAL MATTERS

(b)     Proposal to pay £20 per hour for the use of the School Hall for presentation of Community Questionnaire results

·          It was resolved that the School Hall would be booked for a maximum of three hours on 16th November 2004.[AC1] 

(c)     Approval of Grass Cutting Agreement for putting out to tender

Cllr. Hadley and the Clerk to resolve grass cutting agreement.  Clerk to forward map to Cllr. Hadley for updating.[AC2] 

 

8.        AGENDA ITEMS

(a)      New Village Hall Update

·          Cllr. Harmer informed the Council that there would be a meeting on 28th October in the Parish Church to update villagers on thinking behind the new Village Hall project.  The views of the villagers will be sought in order to inform the decision of the Management Committee on what sort of hall to build.  The project group is hoping to furnish the Parish Council will firmer figures for both options at the November meeting.

·          A vote of thanks was made to the Village Hall Project Group for the huge amount of work it has undertaken.

(b)     New Bus Shelter

·          Work has commenced on the bus shelter.  James Grey is still keen to open the shelter and Cllr. Stokes has [AC3] suggested Friday 19th November as a possible date.  Farmington Stone will be organizing their own press release.  Invitations will be sent to all involved parties.

(c)     Community Questionnaire

·            It is hoped that following the presentation to the villagers on 16th November, the Parish Council will be in a position to produce an action plan based on the villager’s preferences.

(d)     The State of the Village

·         This item was deferred (to coincide with discussion of an action plan) until December.  As Village Maintenance had been omitted from the agenda, the Council agreed to discuss it under this agenda item.  Cllr. Hadley reported regarding the tree surgery which needs to be carried out to the willows adjoining No. 1 Blicks Close, and regarding trees in the cemetery.  He is awaiting quotes from the tree surgeon.  There will be the option to have the mulch taken away or to offer it to villagers either free or for a small charge.

(e)     Parish Web site

·          It was resolved that the trial of the web site be extended for a further year, to compare the existing site with a new commercial web site which might make the web site easier to find and use.  A decision on which site, if any, to retain will be made in October 2005.

(f)      Christmas Tree update

·          A letter was received from the PCC giving permission for the Christmas tree to be sited in the churchyard.

(g)     Protocol for Parish Councillors addressing the media

·          The Clerk explained that so long as Councillors feel confident that what they say will meet all the requirements of the Code of Conduct for Councillors, there should be no problems with them addressing the media as they see fit. 

(h)     Review Quality Parishes Initiative

·          The Clerk was asked to write to the District Council asking what incentives are available for Quality Parishes.  The situation is to be kept under review.

(i)       Process for the appointment of a new Parish Clerk

·          The Chairman said that he had been sorry to receive the resignation of the Clerk and thanked her for her service on behalf of the Council.

·          The Clerk suggested e-mailing Clerks in the District with the job advert.  It was also decided that the advert would be placed locally at the shop and notice board, in the Gazette and Herald classified and in the Correspondent’s [AC4] section.

·          The Clerk was asked to suggest relevant interview questions and the interview panel would consist of Chairman, Vice-chairman and current Clerk.  Interviews are to be held in a private meeting.

 

9.       CORRESPONDENCE

·          The play area report from Wicksteed was received and the Council decided that no action was required.  The Chairman reported that the missing fence panel had been repaired.

·          A communication was received from Mrs Parry-Williams asking if any members would like to attend the next Gable House Surgery meeting as she would be absent due to holiday.  The Council decided that there were no issues which required it to have a presence at the meeting.

11.  DATE OF NEXT MEETING

The next meeting of the Parish Council will be held on Wednesday 10th November 2004.
