MINUTES OF THE MEETING OF HULLAVINGTON PARISH COUNCIL

PRESENT:             Cllr. Gough (Chairman) in the Chair

Cllrs. Bawden, Fenner, Greenman, Hadley, Haffenden, Harmer, Redman, Stokes.

4 members of the public attended

District Councillor Henderson was also in attendance.

 


1.       APOLOGIES

·          Apologies were sent by County Councillor Thomson and P.C Humphries of Malmesbury Police.

2.       MINUTES OF THE PARISH COUNCIL MEETING OF 13th OCTOBER 2004.

·          The minutes of 13th October were amended and approved by the Council for signing by the Chairman.

3.       MATTERS ARISING

·          The kerb-stones at the cemetery have been replaced by Sodexho, but the tarmac has not yet been repaired due to inclement weather.

·          The grass cutting tender document was finalised and put out to tender for return by 30th November 2004.

·          It was noted that, in addition to observing the Code of Conduct when addressing the media, Parish Councillors must also stress that the views given are their own and not those of the Parish Council, unless the Council has formally taken a view at a full Council meeting.

4.       DECLARATIONS OF INTEREST
·          Cllr. Fenner declared an interest in item 8a due to his role as treasurer of the Village Hall Management Committee.
5.       REPORTS

·          Cllr. Bawden gave a short report from the Area 1 Committee meeting on 21st September.

6.       PLANNING

·          Regarding application number 04/02932/FUL 11 Hill Hayes Lane, Hullavington; the Parish Council had no comment.

7.       FINANCIAL MATTERS

(a)      Final budget discussions to be formally adopted on 8th December

The Council discussed the budget with a view to making cuts and minimizing the impact of the precept demand on parishioners if and when a loan is taken to part-fund the Village Hall project.

8. AGENDA ITEMS

(a)      New Village Hall Update

·          Cllr. Fenner presented a budget for the build (attached).

·          It was resolved that provision would be built into a future precept for loan repayments as and when necessary, but that for 05/06, a loan taken out during the course of the year could be covered from reserves.

·          Firmer figures from the Village Hall Project Group will be available for the meeting on 8th December.

(b)     New Bus Shelter

·          Sherston Property Services ran short of stone and the work has stopped.  The problem has been dealt with and work should recommence soon.

(c)     Village Maintenance

·            Bartlett Tree Experts have confirmed that their quote for the willows still stands.  Clerk to ask for work to begin

·            A budget of £1000 was set for carrying out urgent tree surgery in the cemetery, with more planned in subsequent years.  Chairman and Cllr. Hadley to prioritise work and to obtain three quotes.

·            The Chairman reported that the Play Area had been vandalised again and offered to carry out repairs.

·            The cemetery notice board is ready for installation and will be attached to the left gate.

·            The old cemetery gate is to be closed and kept locked to prevent its use as a right of way.                       

·            Cllr. Bawden will submit a list of jobs to the Parish lengthsmen.                                                

·            The top-dressing of roads in the Parish as promised by the Highways Department has not yet materialised   to write chasing letter.                                                                                                             Christmas Tree

·         A tree was obtained for £55 and will be delivered on 10th December.

(d)     Appointment of new Parish Clerk – date for interviews

·          Clerk to arrange interview for 1pm on 11th November in the Star skittle alley.                                            

·          Approval of burial headstone – Bertram Walter Greenman

·          The burial authority approved the proposed memorial.

(e)     Regional Spatial Strategy – recommendation to the SW Regional Assembly

·          After some discussion the Council resolved to send “no comment” to the South West Regional Assembly.

9.CORRESPONDENCE

·          All correspondence was dealt with under previous agenda items.

10.  MATTERS FOR THE NEXT AGENDA
·          Adoption of budget 2005/06, Village Maintenance, Village Hall, Bus shelter, Christmas tree

·          Review of cemetery car park gates situation to be deferred until December

11.  DATE OF NEXT MEETING

The next meeting of the Parish Council will be held on Wednesday 8th December 2004.
