HULLAVINGTON PARISH COUNCIL

Minutes of the Extra-ordinary Parish Council meeting
 held on the 28th February 2007,
which commenced at 7.30pm

Present: Councillor: W Harmer – Vice-Chairman
Mrs M Bawden, E Gough, Mrs S Greenman,
P Hadley, F Haffenden, T Redman.

In attendance: 13 members of the public

Councillor Bawden gave instructions in the event of fire before the start of any proceedings.

Public Question Time. – Much concern was raised regarding the planning application 07/00144/REM Erection of 16 dwellings following demolition of 11 Royal Field Close. These concerns are mentioned below:

  •  R Gee 61 The Street – Stressed that the Parish Council’s decisions need to be consistent.

  •  F Birlison – commented on the density and mentioned that NWDC had dismissed the high density in previous applications and stressed that the proposed was not in-keeping with the village surroundings.

  •  A Bird 9 Royal Field Close – commented on the density and stressed that 10 dwellings would be more appropriate, drainage and sewage disposal situation needs clarifying and easements not satisfactory.

  •  A Ford 2 Groom Gardens – Reminded the Parish Council that this was a new application

  •  Ms M Dyson 61 The Street – Hazardous condition outside No. 65 the Street will be increased, damage to side banks caused by heavy vehicles, visual amenity.

  •  Mr Ayres Watts Lane – who is in support of the application mentioned that density was not an issue on the last appeal and stated that Planning Policy Guidance Notes (PPG) 3 state that density would not be an issue.
    Mr Ayres was reminded that PPG3 notes were a guidance and density would be decided by the Development Control.

    The Chairman stated that all the above comments would be taken into consideration when discussing the plans.

3. Planning Applications received.

07/00144/REM Erection of 16 dwellings following demolition of 11 Royal Field Close Land at
11 Royal Field Close, Hullavington

6 letters of objection have been received.

Following discussions, and following a vote resulting in 5 votes in favour of objecting, 1 abstention and 1 non voter, it was RESOLVED that Hullavington Parish Council OBJECT to this application for the following reasons:

  • Open Space
    There is a distinctive lack of open space within Hullavington and this has been identified on several other documents issued by NWDC. Therefore an area of open space within the development is needed. A recent village survey showed that 96% believed it important or very important that some green space is maintained within the village

  • Density
     We note the increase of dwellings from 15 to 16. The Local Plan recommends a minimum density of 30 dwellings per hectare. It is believed that the density on this proposal will equal 35 dwellings per hectare. The density is too great for a rural village.

  • The following is quoted from results from the above mentioned survey:
    * 96% of the community were concerned or very concerned about road safety generally within the village. Additional vehicle movement associated with such a large development would further exacerbate this concern.

  • Style
    The proposed style and materials chosen are not in-keeping with the general surroundings.
    This is demonstrated by the above mentioned village survey.
    * 82% either agree or strongly agree that future development within the village should be mixed to include starter homes
    * 62% were either against or strongly against the building of 4 & 5 bedroom executive style homes
    * 72% either supported or strongly supported the building of shared equity housing to enable young people from the village to be able to live in the village
    Although the development does include some starter homes, and this is welcomed, there is still a preponderance of 4 bedroom executive style houses and no attempt has been made to provide shared equity housing.

    Detail Certain detail proposed is not in-keeping with the general surroundings of a small village. For instance: The red roofing is not suitable, the railings at plots 9-12 are not suitable, soldier courses at plots 9 – 12 are not suitable.

    Walls and Trees The application mentions the removal of certain stonewalls to be replaced with fencing – this would not be acceptable. Also the trees should remain as they add to the character of the area
    Highway Matters The turning head raises much concern as it would be difficult for emergency vehicles when accessing this area.

    Footpaths It is noted that a 2 metre pedestrian footway has been added however this encroaches onto property boundaries and will give rise to further problems.

    It is noted that a number of gates to private drives with the gates positioned too close to the road have been included. For reasons of safety gates to private drives should be set back from the footpath and should open inwards.

    Sewerage disposal
    It is understood that drains are to be connected to private drains without permission. Responsibility for sewerage maintenance needs to be clarified.

    The proposal is contrary to NWDC Core Policy C3 f or the following reasons:
    * The proposed does not respect the local character and distinctiveness of the area with regard to the design, size, scale and density, materials, siting and layout.
    * The proposed will affect the privacy and amenity of neighbouring properties.
    * A hazardous condition would be created at the access.
    * Does not have adequate turning space and would impact on the safety of cyclists and pedestrians.
    The proposed is contrary to NWDC policy H3 for the following reasons:
    * The proposed is not small scale development in relation to the size of the village.

    The proposed is contrary to NWDC policy T1 for the following reasons:
    * The proposed location would increase the amount of vehicle travel for jobs, health facilities, shopping, leisure and local services.
