Minutes of the meeting of Hullavington Parish Council held on the 8th March 2006 at Hullavington School that commenced at 7.00pm

Minutes

The Minutes of the Meeting held on the 8th February 2006 were singed by the Chairman as a true record.

 

4.

Action Report from last meeting

(i)                 Pot Holes at Grittleton Road - Reported to Wiltshire Highways.

(ii)               Cemetery Matters - Written to the WI requesting details of proposed planting inside the cemetery gates, information received and is an agenda item.

(iii)             Grants - CAB grant request has been denied and a letter of explanation has been sent

(iv)              Gratuity - A gratuity of £50 has been awarded to Mrs Jones who recently resigned as RFO together with a letter of thanks for her services.

(v)                Storage of Archives - Enquiries have been made and is an agenda item.

(vi)              Stiles - Councillor Hadley had nothing to report at this stage.

(vii)            School Playing Field Lease - Notification to continue the Lease has been forwarded to WCC.

Planning Matters

a)     06/00001/FUL – Single Storey Front Extension at 11, Parklands, Hullavington – GRANTED

 

  • Applications received

a)     05/03240/FUL – Detached dwelling & Access (Revised Scheme) at Site adjacent to 8, Greens Close, Hullavington – The Planning Sub Group SUPPORTED this application.

 

b)     06/00311/TCA – Tree Surgery and Felling at 9th Supply Regiment, MOD, Hullavington Barracks. – Insufficient information on the site plan, however another site plan was sent and this was SUPPORTED.

 

c)      06/00398/LBC – Internal alterations and installation of ensuite bathroom at 63 The Street, Hullavington – The Planning Sub-group o SUPPORTED this application

 

d)     06/00200/FUL – Detached double garage with room above at Piccadilly, 1 The Street, Hullavington – The Planning sub-group  SUPPORTED this application with the proviso that the Planning Officer imposes a condition that the garage only be used as ancillary to No. 1 The Street.

 

e)     06/00402/FUL – Erection of new front porch and lean-to rear conservatory at 5 Royal Field Close, Hullavington – (Cllr Fenner declared a personal/prejudicial interest) As the council declared an interest in this application due to being acquainted with Councillor Fenner, no comments will be passed to the District Council on this occasion.

 

6.

Car Parking & Traffic Matters

Notification from WCC to temporary close of C1 Norton Road (Part) Hullavington from 5th April for one day.  This was noted and notices will be posted on the notice boards.

 

The Chairman reported that P C Humphries reported that greater police activity is taking place at the Grittleton end of the village due to speeding traffic.  Members were also concerned that there was a speeding problem at the crossroads end of the village.  Chairman to report this to P C Humphries. ACTION CHAIRMAN

 

Councillor Bawden expressed concern regarding the bus parked on the byway.  Vandalism may have occurred.  Councillor Bawden agreed to contact WCC regarding this.  ACTION COUNCILLOR BAWDEN.

 

 

 

 

 

7.

New Village Hall

Councillor Fenner reported that Terrapin were in receipt of the signed contract and it is envisaged that:

 

  • the building of the new hall would be complete by the end of June;
  • work on the car park would be complete by the end of July;
  • the new hall would be equipped, fitted out and commissioned, and ready for use, by the end of August 2006.

 

Those residents who may be affected by the heavy plant and any disruption during the construction of the new hall are to be sent an information sheet to let them know what is likely to be happening.

 

The Public Works Loan Board loan will be transferred into the Parish Council’s accounts on the 17th March 2006.

 

8.

Cemetery Matters

a)     Consideration was given to the Hullavington WI request to carry out planting inside the cemetery gates.  The Clerk reported that she had spoken to Mrs Lewis who has consulted with Westonbirt Arboretum and it was suggested a Malus (Flowering Crab with deep pink blossom) and a Crataegus (Hawthorn with pink blossom). 

It was RESOLVED to support the choices suggested and to request that more mature trees are planted if possible. ACTION CLERK

 

b)       The Clerk reported that a burial took place on Thursday 2nd March and the deceased was Reverend Audrey Maddock.  A receipt for the purchase of the plot together with a letter of condolence is to be forwarded to Mr Maddock.  ACTION CLERK.

 

c)      Councillor Bawden raised concern that a Mr Miles had reserved a burial plot in the new part of the cemetery and he wished to chose his spot.  It was RESOLVED that the layout of the new area would need to be established before this request can be carried out.  Councillor Bawden to relay this information to Mr Miles. ACTION COUNCILLOR BAWDEN

 

9.

Fencing on The Green

The Chairman reported that due to vandalism, it was RESOLVED to give permission to the WI to erect a temporary fence of approximately 3’ in height on the land behind the bus shelter in the middle of the village that has recently been planted.  This has not been carried out due to awaiting the availability of the contractor.  It was RESOLVED to ask the WI to chase this as a matter of urgency. ACTION CLERK.

 

10.

Spring Cleanup

The following dates and drop off address for the spring cleanup weekend were agreed:

Drop off – Councillor Gough, 8 The Street, Hullavington and pick up behind the old bus shelter opposite the Queens Head public house.  Dates agreed are the 22nd and 23rd April.  NWDC to be notified. ACTION CLERK

The above is to be advertised on the website and in the newsletter.  ACTION MEMBERS.

 

11.

Financial Matters

a)     Schedule of payments - Total cheques raised since the 8th February to the 31st March 2006  will be £2813.04.    This includes the payment of £1,705 to Hills Waste Management for the Landfill Tax Credit grant award process.

 

b)     Revised Salary Scales - The Clerk notified members of the National Joint Council for Local Government Services revised salary scales for Local Council Clerks as from 1st April 2006.

 

c)      Grant request from Hullavington News – still waiting for a copy of their accounts.  A telephone call reminder was made on the 24th February.  It was RESOLVED to make a retrospective payment of £150 in consideration of space used in the Hullavington News during 2005/2006.  This was proposed by Councillor Redman, seconded by Councillor Hadley and unanimously supported.  ACTION CLERK.

 

12.

Storage of Archives

Following enquiries to the County Archivists, the Clerk informed members that if they so wish, more documentation can be stored there free of charge.  A copy of present documents stored is held with the Clerk.  The documents stored with Forrester and Forrester are to remain with them.

 

13.

Village Maintenance

Pot Holes - The following potholes are to be reported to WCC.  C31 from the A429 to the village and at the Cross Roads by the school end of the village.  ACTION CLERK

 

Bench on the Green - The Chairman reported that estimates are still awaited from contractors.  Councillors Stokes and Hadley are to speak to Mr Birlison who is still very concerned. ACTION COUNCILLORS HADLEY AND STOKES.

 

Fly Posting signs – Councillor Bawden mentioned the signs that have appeared recently advertising the sale of food at the public house.  It has been mentioned to the landlord who agreed to take them down in due course. 

 

14.

Exchange of Information, Reports from Members

Circulation Folders – It was noted that the circulation folders are not being returned to the Clerk soon enough to respond to any documents that are looking for a response.  – Noted.

 

Community Action Partnership – Councillor Fenner reported that he was still receiving information from this committee and mentioned that residents can now buy into brown wheelie bin scheme for recycling waste at a cost of £25 per year.

 

Lengthsmen – Tasks carried out during their last visit were – The bus shelter was cleaned and swept and grips and gullies have been cleared.

 

Future meetings – The next meeting of the Parish Council is the 12th April to be held in the Church.   The Annual Parish Meeting is scheduled for the 26th April.
