HULLAVINGTON PARISH COUNCIL

 

Minutes of the extra-ordinary meeting of Hullavington Parish Council held on the 25th April 2006 at Hullavington Church that commenced at 6.45pm

 

Present:  

Councillors: Mrs M Bawden, E Gough, Mrs S Greenman, B Fenner,

W Harmer.

In attendance:  18 members of the public

 

Public Question Time

Questions were asked on the Planning Application for 18 dwellings at Royal Field Close.

All were noted and will be taken into consideration when discussing the application.

Election of Chairman

Due to the absence of the Chairman and Vice-Chairman of the Parish Council Councillor Harmer was elected Chairman for this meeting.

4.

Planning Application for 18 Dwellings at Royal Field Close

Consideration was given to planning application No. 06/00884/REM – proposed 18 dwellings at Land Adjacent to and No. 11 Royal Field Close, Hullavington

Members made reference to the following:

q       Disappointment that there was not support for this application in any way, especially when the dwellings will mean a reduction in council tax

 

q       Green space was mentioned during public question time – this area is farmland

 

q       The fact that outline had been approved, therefore the detail should now be considered.

 

q       Cllr Bawden quoted from the village survey, which said under the heading, Housing:  “The vast majority of respondents value the green spaces within the village.  If more houses are to be built most would prefer mixed housing, but within the present village “red line” boundary.  Over half of respondents don’t want to see any more 4-5 bedroom executive houses built in the village”  The proposed development offers a range of units from 1 – 5 bedrooms.

 

q       Concern was expressed regarding the effect that the additional traffic resulting from such a high density development would have on the safety and use of RFC

 

q       It was felt that the current layout of the exit and entrance slip roads leading from RFC onto the Street would be both inadequate and dangerous for the anticipated additional level of traffic

 

Following discussions, the Chairman put two options forward.  These were:

 

a)       To object to the application detailing all the reasons stated

 

b)       To support the application but requesting certain detail to be addressed that reflected residents’ concerns.

 

This was put to the vote resulting in one vote for option (a) (cllr Fenner) and 3 votes for option (b) (Cllrs Gough, Bawden and Harmer)

 

Option (b) to be taken forward and it was resolved that a letter to NWDC in SUPPORT of the application however, request that certain detail is addressed .  This letter is to be considered by the Parish Council at the next meeting.
