HULLAVINGTON PARISH COUNCIL

 

Minutes of the meeting of Hullavington Parish Council held on the 12th April 2006 at Hullavington Church that commenced at 7.30pm

 

Present:  Councillor F Haffenden – Vice-Chairman

Councillors: Mrs M Bawden, E Gough, Mrs S Greenman, B Fenner,

T Redman, W Harmer.

Public Question Time

Questions were asked on the following:

Mr Birlison – Asked when the planning application for 18 houses at Royal Field Close was to be discussed.  It was agreed to hold an extra-ordinary meeting prior to the Annual Parish Meeting on Tuesday 25th April commencing at 6.45pm

Mr Morgan – Asked about the damaged bench opposite the old shop.  This is to be chased. – Clerk to speak to the Chairman

Ms Dyson – Asked after the ownership of the Green – Highways.

Mr Birlison – Asked about when members of the Council were going to visit him to speak about the re-siting of the bench. Once a quotation has been agreed.

Mr Miller – Asked about the abandoned bus, as he was concerned that it had become a health hazard. Councillor Bawden will report on this issue later.

Mr Miller – Asked if some attention could be paid to the footpath that runs past the school as the stile is shattered. This is to be reported to Councillor Hadley.

Birlison – Works vehicles parked on the corner of Royal Field Close causing bad visibility. This has been reported.

Minutes

Following minor alterations, the Minutes of the Parish Council Meeting held on the 8th March 2006 – previously circulated were signed by the Vice-Chairman as a true record

 

4.

Action Report from last meeting

(i)                   Speeding Traffic – In the absence of the Chairman this was deferred to the next meeting.

(ii)                 Abandoned Bus – Councillor Bawden reported that the bus was still in place and the police had been alerted.  It was established that it is sited on the Highway, therefore it was RESOLVED to contact the Abandoned Vehicles and the Environmental Health departments of the District Council.  Councillor Bawden will pursue this.

(iii)                Shrub planting inside Cemetery gates – A letter has been forwarded to Mrs Acott in support of the shrubs suggested and they were planted on Monday 10th April.

(iv)                Fencing on the Green – A letter was sent to the W I requesting that this be carried out ASAP.  The fencing has now been erected. 

(v)                  Spring Cleanup – The dates have been relayed to the District Council and they have confirmed that black bags will be dropped off at No. 8 The Street and full bags will be picked up at the old bus shelter.  The dates for the spring cleanup are the 22nd & 23rd April.

(vi)                Condolence letter - A letter of condolence was sent to Mr Maddock

(vii)               Grant, Hullavington News – The grant cheque of £150 has been sent to the Hullavington News with a letter explaining that the payment was in consideration of space used in the publication during the financial year 2005/2006. 

(viii)             Pot Holes – Have been reported – To be chased ACTION CLERK

(ix)               Bench on the Green – The Clerk reported that to date one quotation of £223 had been received.  It was RESOLVED to request more precise information on what is included in the quotation especially with regard to making good and the disposal of waste. ACTION CLERK

  • Applications received

a)       06/00662/FUL – Single storey rear extension, rear conservatory, detached summer house and pitched roofs over existing garage and rear extension at 2 Parklands, Hullavington – The Planning Sub-Group have SUPPORTED this application but with reservations regarding the Summer House.

b)       06/00732/FUL – Mobile Classroom for pre-school use at Hullavington C E Primary School – This application was SUPPORTED

c)       06/00703/FUL – Erection of first floor extension and detached garage (revision of 05.02723.FUL) at 41 Newton, Hullavington – This application was SUPPORTED

d)       06/00654/FUL – Erection of two storey rear extension at 45 Newtown, Hullavington – This application was SUPPORTED

e)       06/00788/FUL – Two Storey Extension at 29 Parklands, Hullavington – Comments awaited

 

  • An Appeal Notice in respect of the refusal of a planning application for variation of condition 1 of planning permission N.77.0482.F dated 5.9.77 to allow continued occupation of dwelling by the applicant Mrs H P Ralton was considered and it was RESOLVED that due additional information becoming available, the Parish Council were no longer in support of this application.  The Planning Inspectorate is to be notified. ACTION CLERK – Councillor Fenner didn’t agree with the comments made on this issue.

 

6.

Car Parking & Traffic Matters

A letter from Wiltshire Highways regarding Roadside Ditches and Overgrown Vegetation was considered.  The Parish Council are requested under delegated powers to oversee the maintenance of roadside ditches and overgrown vegetation by approaching the landowners and asking them to carry out the necessary duty.  It was RESOLVED to defer this item until the next meeting. ACTION CLERK

 

7.

New Village Hall

Councillor Harmer reported on the following:

The groundworks were due to commence on the 13th April 2006.   On the 18th April, a meeting is to take place with Terrapin to discuss certain issues of concern.  The opening ceremony proposal dates are Friday 20th or Saturday 21st October or possibly the following weekend.  James Gray MP is to carry out the official task.

Councillor Fenner mentioned that there had been some problems with the power supply but it is hoped that this will all be resolved.

 

8.

Financial Matters

a)       Schedule of payments and cheques to raise.  Cheques raised since 8th April amounted to £538.28

b)       Councillor Fenner proposed that the grant money of £54,975 be transferred into the bank account of the Hullavington Village Hall, Seconded by Councillor Harmer and carried.

c)       A request from the WI to be reimbursed for the cost of the fence around the garden on the green (£160) was considered.  It was RESOLVED to grant this request.

 

9.

Village Maintenance

The following issues were mentioned:

·         The Cordoned off tombstone in the churchyard was mentioned following a complaint that was directed to the Church Warden.  Councillor Fenner agreed to speak to the PCC regarding this.

  • Residents regarding the omission of glass in the new bus shelter have approached Councillor Harmer.  It was questioned if the Parish Council should pay for this.  This is to be an agenda item for the next meeting. ACTION CLERK.
  • The overgrown/overhanging shrubs at the entrance to Gardners Drive were mentioned.  This may become a task for the village cleanup weekend.  However, Councillor Gough agreed to investigate this matter.
  • The bridge/bank at Parsons Walk is in need of attention.  Councillor Redman will liaise with Councillor Hadley regarding this matter.

 

10.

Exchange of Information, Reports from Members

  • All Members and staff were reminded to check with their car insurance that they are covered in the event of any accident whilst on Council business.
  • Area 1 - Councillor Bawden reported that this committee have money to give away.  She is in the process of submitting an application on behalf of the New Village Hall Group.  It was suggested that the Council applies for a grant to glaze the bus shelter.
  • The grass cutters were asked to be extra careful in the churchyard and cemetery.
  • The parish notice board had been damaged again.  Councillor Gough agreed to investigate this matter including enquiring about the cost of polycarbonate – This is to be an agenda item for the next meeting. ACTION CLERK
  • Councillor Bawden mentioned that she had placed a notice on the board regarding Community Transport at the side that was accessible because of the damage.
  • The fly tipping that had been reported in Down Lane had been removed.
  • The notices advertising food at the Star Public House are still around.  A letter is to be sent to the Landlord asking him to remove them.
  • Councillor Gough reported that the dustbin at the cemetery had been filled with alcohol waste and he had removed it and taken it to the tip.  Also that the notice board at the cemetery had been broken again and that he had fixed it.

  • NWDC Review of District Wards questionnaire – completed
  • Minutes of Hullavington New Village Hall Project Group dated 16th March 2006.
  • Letter from the ODPM requesting confirmation that the PWLB Loan had been taken up.  (Information sent)
  • Defra – Clean Neighbourhoods & Environment Act 2005.  The Parish Council is to consider whether or not they wish to issue Fixed Penalty Notices for offences such as littering, graffiti, fly posting and dog fouling.  Copies of the letter were distributed.  It was RESOLVED that this be placed on the agenda for the next meeting.

Future Meeting Dates

The following future meeting dates for 2006/2007 were agreed:

 

14th June, 12th July, 13th September, 11th October, 8th November, 13th December 2006

10th January, 14th February, 14th March, 11th April, 9th May + The Annual Meeting of the Parish Council 2007

25th April Annual Parish Meeting (All Electors)

All meetings are held on Wednesday unless otherwise stated.

Venue - either the School, the Church or the New Village Hall.

 

The Clerk had drafted an agenda for the Annual Parish Meeting scheduled for the 25th April 2006 and the items included were supported.

 

The next meeting of the Parish Council will be an extra-ordinary meeting on the 25th April 2006 at 6.45pm to discuss the Royal Field Close Planning Application.

 

Items for the agenda of next meeting to be held on the 10th May 2006.
