Minutes of the Meeting of the Parish Council held on the 8th November 2006 at Hullavington Village Hall that commenced at 7.30pm

Public Question Time
Several members of the public made comments regarding their concerns and objections to the planning application No. 06/02517/REM – Amended – Erection of 15 dwellings following demolition of 11 Royal Field Close (Reserved Matters 05.00300.OUT) at Land at 11 Royal Field Close, Hullavington.

All points were noted and it was agreed that their concerns would be taken into consideration when deliberating this application.

1. Apologies
Apologies received and accepted from Councillor Redman and Fenner.
2. Election of Chairman for the remainder of 2006/2007
There were two nominations for Chairman, Councillor Haffenden and Gough. Both declined therefore no Chairman was elected. The Vice-Chairman agreed to continue to chair the meetings until the elections in May 2007.

4. Minutes
The Minutes of the meeting held on the13th September 2006 were signed by the Vice-Chairman and adopted as a true record.
5. Actions from the above Meeting

The following actions were carried out:

Parking request from the School – The public liability insurance has been checked and it was confirmed that the Council are covered and the school has been reminded that this would be a temporary arrangement.

Parish Steward Scheme – WCC were notified about the re-arrangements for the November and December visits.

Pot Holes – Reported – Hill Hayes Lane to be reported again ACTION CLERK

Fly Tipping - Reported

Hullavington Play area No Cycling Notice – Mrs Wilkinson to be contacted again – ACTION CLERK

6. Planning Matters

06/01815/TCA – Fell one Horse Chestnut tree at 9th Supply Regiment
Hullavington Barracks, Hullavington – GRANTED

06/02205/FUL – Erection of mobile classroom for pre-school (revised application) - GRANTED

06/02345/FUL – Erection of two storey extension to form self contained annexe at 28 Newtown, Hullavington – GRANTED

06/02273/COU – Extension at first floor level and change of use from annexe to separate dwelling at 64 The Street, Hullavington – REFUSED

Councillor Bawden reported that the application for the Coal Yard had still not yet been determined.

06/02205/FUL – Erection of Mobile classroom for Pre-school (Revised
application) at Hullavington Primary School, Hullavington – The Planning Sub Group recommended to SUPPORT this application but pointed out that in a supporting letter it mentions that the School Governors agreed that an
area of land could be leased to the Pre-school and that the play area in
question is already leased to the Parish Council.

06/02472/FUL – Rear conservatory at 17 Parklands, Hullavington – SUPPORT

06/02419/FUL – Erection of rear first floor extension and front porch at 37 Newtown, Hullavington – SUPPORT

06/02517/REM – Erection of fourteen dwellings following demolition of 11 Royal Field Close, Hullavington (Reserve Matters 05.00300.OUT) – The following OBJECTION/comments have been relayed to North Wiltshire District Council.

06/02273/COU – Extension at first floor level and change of use from annexe to separate dwelling at 64 The Street, Hullavington – The Planning sub-committee recommend to OBJECT to this application for the same reasons as previously submitted.

Planning Appeal notification regarding the refusal of planning permission for application No. 05/02673/S73A – proposed continued occupation of dwelling at Bradfield Farm Bungalow, Hullavington – This was noted.



7. Car Parking, Traffic & Highway Matters

Parish Steward - No Parish Steward visit took place during October due to a misunderstanding. The November visit was not reported on and the next visit is on the 6th and 7th December. Councillor Hadley to oversee.

School Parking in the Cemetery – Councillor Bawden reported that this seems to be working well.
8. Cemetery and Churchyard Matters
Mrs Hannam’s request to erect a memorial – No further contact from Mrs Hannam.

Report from the Working Party regarding numbering of the new area at the cemetery – Still awaited
9. Village Maintenance
Stile at Norton Road – There was no update from Councillor Hadley

Hill Hayes Lane Pot holes – reported again – Ref. No. 219517

The graffiti artist has stopped

Anti-social behaviour - has been occurring by way of loud music being played from vehicles in areas of the village. The police have been made aware of this.
10. Glazing for Bus Shelter
Consideration was given to the quotation received – It was RESOLVED that the quotation be accepted and the cost to be born from the Village Improvements General Reserve budget. However, Sherston Property Services are to be contacted for a quotation to supply and fit the necessary beading. – ACTION CLERK
11. Poplar Tree Maintenance
Consideration was given to quotations received - It was RESOLVED to accept quotation No. 2 be accepted and the costs to be born by the Village Improvements/Tree Surgery budget. – ACTION CLERK
12. Draft Lease for Village Hall
It was proposed, seconded and carried that under the Landlord & Tenant Act 1954 the draft Lease for the Village Hall be approved and signed. The Vice- Chairman, and Councillor Hadley signed the lease on behalf of the Parish Council witnessed by the Clerk.

Thanks were relayed to John Meters for the drafting of the Lease.
13. Consultation on Dog Control Orders
Consideration was given to a consultation document regarding Dog Control Orders. – A response was drafted and is to be forwarded to the District Council. – ACTION CLERK
14. Parish Council Vacancy
The Clerk reported that there was no requests for an election therefore the Parish Council will need to start the process for co-option. It was RESOLVED that the Clerk draft a notice for the notice board and Councillor Hadley agreed to place an article in the village newsletter. – ACTION CLERK/CLLR HADLEY
15. Financial Matters
a) Cheques raised since the last meeting amounted to £2,736.56

b) The Annual Return and Statement of Assurance for the External Auditor (Mazars) for the year 2005/2006 was duly signed by the Chairman and Clerk



c) Consideration was given to a request for financial support from Hullavington Jolly Tots – It was proposed, seconded and carried that £60 be granted towards the cost of hall hiring and they be advised to consult with the Village Hall Management Committee regarding the erection of a storage unit and to put them in touch with North Wiltshire District Council’s Community Awards Scheme – ACTION CLERK

d) Consideration was given to the purchase of a Christmas Tree for the village – This was unanimously supported and a tree is to be purchased – maximum cost £150 – ACTION CLLR HADLEY

e) Consideration was given to a draft budget for 2007/2008 – This is to be finalised at the December meeting
16. Exchange of Information, Reports from Members
Councillor Bawden reported that she had attended the Area 1 meeting on the 27th November and it was clear that there is money available for projects.
17. Correspondence
All correspondence received has been circulated and if necessary held at the Clerks office
