Minutes of the Meeting of the Parish Council

held on the 10th January 2007 at Hullavington Village Hall that commenced at 7.30pm

Public Question Time – Questions were asked as follows:
Mr Miller wished to relay his thanks for the repair of the stile at Norton Road. It was thought that Mr Hawker of Oaktree House carried out the repair. Once this is clarified a letter of thanks to be sent to him.

3. Minutes
The Minutes of the meeting held on the 13th December 2006 were signed by the Acting Chairman and adopted as a true record.
4. Actions from the above Meeting
To confirm that all necessary actions from the previous meeting have been carried out – this included:-

* Letter to School regarding poor state of the verge through heavy plant traffic
* Letter to school regarding gate closure
* The word ‘Risings’ to be cleared with Tree Surgeon – Risings means the rubbish from the tree pollarding. The Tree Surgeon agreed that all rubbish would be taken away.
* Pot Holes Hill Hayes Lane reported
* Poor state of the top surface dressing reported
* Grass cutting tender invitations sent out
* Tipping at Happy Land Bridge reported
* Beading for bus shelter quotations requested – Still awaited – Clerk to liaise with Roman Glass and Sherston Property Services with a view to getting the job completed.
5. Planning Matters

5.1) 6/03057/FUL –Extension of detached garage at 11 Parklands, Hullavington -
Sub Group recommended SUPPORT
6. Car Parking, Traffic & Highway Matters
* Top surface dressing at Cemetery Corner still not repaired – to be reported (Clarence ref No. 225874) – after note: being monitored by Wiltshire Highways.
* Hill Hayes Lane pot holes to be reported again – (Clarence ref No. 225874) after note inspection carried out now an urgent matter
7. Cemetery and Churchyard Matters
a) The Clerk reported that a burial of Mrs Bailey was to take place 11th January 2007. The School had been notified to vacate the car park at the appropriate time.

b) School staff parking in the cemetery – This was reviewed and the Council are comfortable with the situation. The school to be notified of the review ACTION CLERK

c) Cllr Gough reported that he had met with Mr Butler regarding the hedge in the cemetery and the job is in hand
8. Village Maintenance
* Cllr Gough reported that the Notice Board was still being opened but the notices remained un-touch.
* The rubbish at Happy Land had still not been cleared. This is to be reported again. (Clarance ref No. 225874) – after note: reported again to North Wiltshire District Council.
9. Review of donated charities
Councillor Harmer and the Clerk briefed members on the recent launch of a charity Airfields of Britain. It was RESOLVED that the information is circulated and this be placed on the agenda for the February meeting. ACTION CLERK

It was RESOLVED that the policy and Standing Order for donations is to continue.
10. Parish Council Vacancy
The Clerk reported that to date there had been no enquiries. The closing date of the 17th January 2007 is to be extended to 28th February 2007.
11. Financial Matters
a) Cheques raised since the last meeting amounted to: £54.99.
12. Exchange of Information, Reports from Members
Village Hall - Cllr Harmer reported that:
* The Village Hall lease had been sighed by all parties.
* It is the intention now to register the hall with the Land Registry.
* Issues of concern were being addressed but a retention payment was being withheld until all was satisfactory.
* Many tasks have been carried out by local teams and this is much appreciated
* At present, the income matches the expenditure.
13. Correspondence
The Clerk reported that All correspondence received has been circulated and if necessary held at the Clerks office
