MINUTES OF THE MEETING OF THE PARISH OF HULLAVINGTON

 

HELD AT:      Hullavington Parish Church

DATE:                        Wednesday 21st April 2004, 7.30pm

PRESENT:      Cllr. Gough (Parish Council Chairman) in the Chair

9 members of the Parish Council, Mrs Jones (Responsible Financial Officer), Police Sergeant Gavin Williams, Mrs Durrant (transport rep), Mrs Parry-Williams,(Gable House Surgery rep) Mr Chamberlain (emergency planning rep), Mr Barlow (school headmaster) and 12 members of the public attended.

 

1.      APOLOGIES

Apologies were sent by County Councillor Thomson and District Councillor.

 

2.      MINUTES

The minutes of the meeting of 2nd April 2003 were reviewed and no comments were raised.

 

3.      CHAIRMAN’S REPORT

The Chairman delivered his annual report, updating the Meeting on the projects and other actions of the Parish Council during 2003/2004 (appended).

 

4.      ANNUAL STATEMENT OF ACCOUNTS OF HULLAVINGTON PARISH COUNCIL

The Meeting was presented with the audited Annual Statement of Accounts of Hullavington Parish Council to March 2002.  A copy of the Budget to March 2004 was also provided.  The RFO provided a brief verbal report (copy appended). The Meeting raised no comments or queries.

 

5.      REPORTS

POLICE

Sgt. Gavin Williams reported that there were 16 crimes in Hullavington during 2003/04 for which was a 30% clear up rate (compared with the national average of 20%).  The police ask for local residents to be vigilant and call the police if they are suspicious about anything.  The police are continuing to use speed traps at The Parklands end of the village, but no-one has been booked for an offence as yet.  From 20th May there will be an improved telephone response at the Malmesbury station.

(a)     PARISH COUNCIL REPORTS

§          FOOTPATHS:               Cllr. Hadley gave a report on the state of the footpaths in the Parish (appended)

§          AREA COMMITTEE:  Cllr. Bawden provided a report (appended) regarding developments at the Area 1 Committee.  The meeting was informed that the new funding priorities would be community facilities, young people and road safety.

 

§          EMERGENCY PLANNING:        Mr Chamberlain, the Council’s representative for County Emergency Planning gave a report (appended).

§          PASSENGER TRANSPORT:       Mrs Durrant, the Council’s representative for County passenger transport gave a short report on developments at the March and September meetings of the Passenger Transport committee.

§          GABLE HOUSE SURGEY PATIENT GROUP          Mrs. Parry-Williams, the Parish Council’s representative on the Gable House Surgery Patients Group gave a report (appended) and followed it up with a report on her Art Classes.

(b)     ROAD SAFETY IN HULLAVINGTON

Cllr. Hadley presented a report to the meeting highlighting road dangers in the Village and expressed the belief that the Parish Council should conduct a review of road safety in the Village, with a view to taking action if it were then deemed necessary. (Report appended).

(c)     VILLAGE HALL FIRE

Cllr. Fenner updated the meeting about developments since the Village Hall fire and the new Village Hall Project Group who would be working on getting a new hall built.  (Report appended).

(d)     PROPOSED COMMUNITY QUESTIONNAIRE

Cllr. Stokes announced to the meeting that the Parish Council would be conducting a re-appraisal, or “community questionnaire” of the Village, with the first results planned for the end of June.  The questionnaire is intended to help the Parish Council direct its work and also to help the Village Hall Project Group to gauge public opinion about the building of a new hall.

 

(e)     OTHER REPORTS

§            HULLAVINGTON SCHOOL     The Head teacher gave a report about the school which included the excellent OFSTED inspection report

§            WOMEN’S INSTITUTE             Mrs Lewis had provided a report which was read out by the Clerk. (Report appended).  Mr Collard echoed the WI’s concerns over the appearance of the entrance to the Village and the Chair suggested that the report should be discussed at a Parish Council meeting.

§            HULLAVINGTON RAMBLERS                                Cllr. Hadley gave a report about the activities of the Hullavington Ramblers (report appended).  The Ramblers held 38 events last year, which 200 people attended.

§            HULLAVINGTON WEBSITE    Cllr. Stokes gave the address of the new Parish Council website www.thelocalchannel/hullavington.  Mr Collard raised concerns about social exclusion and Cllr. Stokes replied that the website diary could be printed off to be published in the Hullavington News.

 

6.   CONSIDERATION OF MATTERS OF WHICH PRIOR NOTIFICATION WAS RECEIVED None.

 

Prior to the end of the meeting the Churchwarden offered the Church for use by any organisation having difficulty with a venue following the fire at the Village Hall.

The Chairman thanked everybody for attending and closed the meeting at 21.50pm
